The Inquiry received and reviewed written and verbal submissions and undertook extensive consultations across the State.

A Guide to making submissions (PDF, 82KB) was released which outlined the written submission process in detail and included a set of questions relating to the Terms of Reference to assist submitters.

Consistent with its commitment to openness, the Inquiry published written submissions on this website wherever possible, including transcripts of verbal submissions made at Public Sittings.

The Inquiry received 225 written submissions.

The Inquiry published submissions that were within its Terms of Reference. Each written submission and transcript was assessed for legal suitability for publication. The Inquiry did not publish any submissions with content that was potentially defamatory, offensive or in violation of the Information Privacy Act 2000, Children, Youth and Families Act 2005 or that named individuals currently under a court suppression order.· Addresses, contact details and other personal information pertaining to individuals making submissions were removed.· Where there were supporting documents to submissions, these were not published if they were available from other sources or had already been previously published, or were contrary to the legal restrictions stated above.

The Inquiry also received submissions with requests for these to be treated in confidence.· These requests were considered in accordance with the Inquiry’s published criteria.· Confidential submissions were not published.

Written submissions formally closed on 29 April 2011. The Inquiry did not provide formal extensions to the due date, however, it continued to receive submissions up until 9 December 2011.

More than 80 supplementary submissions were also provided to the Inquiry at Public Sittings or shortly thereafter by individuals and organisations making verbal submissions. The majority of these were not published on the website as many were hard copies of the verbal statements that had been recorded on the Public Sittings transcript. Some supplementary submissions were secondary materials provided in response to questions by the Inquiry at Public Sittings.

Transcripts from Public Sittings can be viewed from the Public Sittings section of this website. The content of transcripts is included in the search function below. However, note that the search function is not able to search through the content of hand written submissions, scanned versions of hard copy files or text embedded in image files.
